1. Optimising existing systems
If the current climate and innovation strategies only focus on polluters and how current emissions can be reduced, a first step can be to start to work with incubators to explore the solutions the city is already developing and how they can contribute to reduced emissions around the world.
2. Export of low-carbon products
If the city exports products that are low-carbon version of current products this is first step towards an expanded climate and innovation agenda. The next step is to shift focus on systems and human needs and explore the possibilities to deliver disruptive and transformative change.
3. Exporting disruptive and transformative system solutions delivering on human needs
For the few cities that focus on human needs and that have the capacity to deliver disruptive and transformative change the focus should be on accelerating this contribution. The acceleration can be both direct by supporting more solutions and improve the impact from existing, as well as indirect by helping other cities expand their climate and innovation agenda.
